Google voice with or without cell phone?

Trena Berum: Google voice could be use on any phone cell or landline it could forward to any number you verify and add to google voice. It could also be on many apps on the computer or smartphone. Google voice does not make it easy because some things you use in google voice and other things you use in gmail. On the PC the text is done in google voice and can be forwarded to gmail but you still need to reply in google voice. In the setup of google voice phone you need to check you what to receive call with Google chat if you want to talk using the gmail and google chat. or app that uses google chat. On smartphone there is google voice for texting not using your txt plan and talkatone for calls using wifi not you cell phone minutes.
